There should be a lever (or two? I don't recall right now... mine are
"set"... and I don't really change them) under the steering wheel, on the
left side (if it is the same as my '92 100S, that is...). Push it down to
"release" the wheel... it can then be tilted up and down... and pulled
toward or pushed away from you.

About every 60k miles is the recommended tranny fluid change.

Yes... the tranny can hold regular gear changes at 4000 rpm. I usually pull
away from lights... and occasionally drive around town.... in "3", then
shift up into "D" when it gets to 4000 rpm. I've had no problems with the
tranny by doing this. I'd almost believe that the car prefers it!!
(Probably as much as I do!!) I do this because the "D" is actually the
overdrive on this car.... it gets way too "busy" in this mode (i.e. hunting
for gears, shifting up and down), IMHO, until you are cruising on the highway.

I've also taken my car out to the QCUSA driver's school/track event the
past two years, and drove the car around the track mostly in "3". Only on
the straightaway did I shift up to "D" (so that I could get a higher top
speed). In "3" on that track, I was WELL over 4000 rpm (i.e. more like 5000
to 6000....).

FWIW, my tranny was replaced, under warranty, a week after I first bought
the car, at 49k miles. It was hesitating when shifting into 2nd gear (funny
how the problem doesn't show up on the test drive, eh?) Audi authorized a
replacement... rather than try to figure out the problem. (I suspect that
they wanted the tranny back... to diagnose the problem for themselves...
for future reference... and quality control purposes). I've had no problems
since it was replaced. <Knock on wood>.

This has been my BTDT.... as usual, YMMV... and standard disclaimers apply.

Good luck. Take care.
