Yep, the chrome and the seal are one unit.  It is held in place by
some pretty strong, toothed clips in the door.  You'd have to be pretty
careful pulling them off a parts car without damaging them.

If i recall correctly they are priced at about $40 new.  Not bad (certainly
not good either) if you need only one.  Out of hand if you need four.
