Further Ur-q decals and a question

I took a risk today and tried the under bonnet decals, must have been the
heat and the petrol/oil but they peeled straight off without any damage
apart from 10 years wear and tear. The one inside the filler flap is a
different story. It doesn't want to shift. I'm experimenting with a spare
flap, the decal is plastic and deforms if you try pulling it, heat makes
things worse, OK it softens the adhesive but it also softens the decal. Both
petrol and thinners melt the ink quicker than the adhesive so I have
resorted to methylated spirit. This works but very, very slowly.

Question. What is the filler flap made of? Its a non-ferrous metal, not
aluminium, and had a white powdery corrosion under the paint at one point.
It could almost be the stuff that 'white metal' models are made from. Any
ideas? Will it need a special primer?
