     Sounds like could be the power window/sunroof control relays.
     They're located on the auxilary Relay Panel #1, which is located
     under the passenger footwell, upwards, mounted behind the
     switches on the console and above the radio.  Check relay
     #1 and #6, they both control window/sunroof.

     If your power seats aren't working either, check relay
     (lucky) #13 which has it's own socket attached to the
     bottom of the main fuse box.

     The main fuse of the windows/rear cigar lighter is at the
     bottom of the main panel, fuse #21.  Checking the rear cigar
     lighter for power, make sure the childproof rear window
     switch isn't activated, as it also cuts power to the
     cigar lighter.  This seems to be the ONLY fuse for the
     power windows on the 1990 V8, so if you have more than
     one fuse, the 1991 may be very different, in which
     case..never mind.
