Time for my $.02. It is my understanding:
If used car is bought from a dealer (which it sounds like) you will have to
pay both GST and PST on it and I think you can only get the GST refunded.
However, if bought from a private individual you can avoid paying any taxes
on purchase price, at least until you have to register it at home (see above
point).
