ISV& a 9 volt battery

Some time back people were talking about defribing the ISV using a 9v. 
Idle on Jetta was at 2000 rpm. I cleaned the valve. No luck. Then I 
remembered this "shock" thing. Didn't even take it off the car. Just 
zapped it. Idles at 900! Can life be this easy? We'll see tomorrow.

My question is - what does the shock treatment do?
