I don't know why _that_ hose is supposed to be loose, but I did find
a loose hose (3mm i/d) underneath Roger Galvin's 200TQ at the weekend.
Being conscientious (and bored - he was trying to refit the starter
to his MB and swearing a lot) I decided to trace it. It goes to the
system pressure regulator and acts as a fuel drain in the event the
diaphragm ruptures inside the fuel regulator. On the MB engine, this
hose is led into the air mass sensor plenum chamber. On the 1B (an
analogue of the MC) it's taken under the right front of the car.
