Probably because the foam backing has turned to powder, I'd say take the panel
off completely, remove all traces of the old foam, glue on some new foam and
then glue them back onto the door. Maybe you could even try some thin
neopreme(?scuba suit material) instead of foam, it would give you a better
surface to glue to (althought it probably is a bit more expensive).
