This sounds just like the problem we 5ktq owners have been talking about WRT
saggy headliners. The outcome of that thread is nothing sticks for long cuz
the rotten foam rubber disentegrates. My guess is that new foam backed
material is in order. The bright side is I bet it is easier to replace than a
headliner, but you almost certainly will have to do all at once to obtain a
color match or use factory material$.

Guess it is time for us to find a good source of the stuff. HTH
