dead clutch-please help

The motion of my clutch pedal is as follows: the top 85% is dead until
actual actuation at the bottom. I keep bleeding it, but it goes back to
the same way it was before. I looked at the clutch master cylinder and the
boot looked slightly moist. I don't know about the slave because from all
the bleedings, the whole thing is wet. What does this sound like? Can it
be the slave, master, or both? How much do they cost? Any other ways to
check?
