Yes, this climate control can be a little frustrating....:)

Some delay is normal, and yes, it's does measure inside temperature (little
vent thingy on the dash is a temp sensor), and SHOULD react to temperature
changes. It's a complex beast. If you look behing the glove box you'll find
the motor for temp control sticking out of the programmer, running the temp
up and down should make it move its "bouden" cable back and forth. This
cable sticks, the motor goes bad, and the programmer's vacuum switches
loose their good electical contact from the circuit board, causing all
kinds of hilarity and confusion.
Of course, sometimes mine just refuses to respond to my temperature button
pushing...(no change in temp reading)
