I had the same problem with my 87 5Kq with the front right tire after having
some work done up front. I sprayed a bunch of penetrating oil in the area
where the wheel meets the hub and kicked and pounded the tire and wheel with
a dead blow hammer and rubber mallet until it let go. Somehow a lip had
developed on the inside of the wheel which was easily removed with a round
file. I think the wheel may have been mis-aligned with the hub but tightened
with an impact gun anyhow. Since I filed off the lip and a few burs, all is
well.
