Idle Stabilizer on 4kq

My 87 4kq is displaying the following symptoms.  The idle oscillates when
the car is coming to rest: Drops to about 200, revs to 1400, back down to
400, and so forth until if left at rest, it will settle to about 1000 rpms.
The higher the engine was revved, the more it oscillates.

I've flushed out the idle stabilizer value with carb cleaner.  Got a lot of
gunk out, but didn't change things.  When I unplug the ISV, the idle doesn't
oscillate but is temperature dependent (cold 350, warm 1100).

Any BTDTs?  Can I assume the ISV is my problem, and just replace it, or
could the problem be the source signal to the ISV?
