Just reading the mail and noticed your comments on the after run relay.  The
15 minutes is protection from running the battery down if the system is not
functioning correctly.  If both the fan and the secondary pump are running,
they should not run more than 5+ minutes in hot weather, usually less than
three minutes.  If the pump is not running, the coolant is not circulated and
only the coolant in the radiator cools (other than convection currents); thus
the sensor thinks the coolant is still too hot.  In the 40+C weather we have
had in Los Angeles recently, my 5000CST fan and pump never ran more than 3
minutes.  Many of us have been through the dead battery problem due to a dead
pump, which most times destroys the pump switching transistor in the module.
