200TQ - no overboost

Spent some time on Roger's 200TQ yesterday evening.

As far as I can see, everything is functional. The WOT switch is new
and the WGFV is being driven by the ECU. It also passes the MityVac
tests, and a boost gauge shows that the top chamber of the wastegate
is being fed 2-5 psi all the way to redline. The wastegate diapraghm
holds vacuum, as do all the other lines. The hoses are a type I
haven't seen before - unbraided and thick-walled, much like the fuel
hoses I use to replace Audi stock braided hoses - but a true 3.5mm ID.

Just about every component (including the turbo) is original. 140k
miles.

However - flooring the accelerator at 35mph in third delivers only a
_slow_ boost accumulation, eventually reaching around 8psi. The climb
is the most gradual I have seen on any MC/MB engine. No overboost at
all.

Any ideas?
