Steve, every problem like yours for me has been a vacuum leak. Classic turbo
problem. Tighten all your connections related to vacuum.  Make sure you get
all the connections around the ISV and oil breather tight.  I have had a
cracked hose to oil breather and a loose connection beneath the ISV.  Other
listers have spoken about the turbo boost (michelin man hose) as having
loose connections or hair line cracks.  Use the safest method you can to
check out other leaks once connections are tight and you still have problem.
