New (to me) 200tq and tired turbo?

Thanks to all who passed on the buy advice regarding my previous post - now several monthes old.  I appreciate your advice and candor and would be 
grateful for some additional advice as I learn about the audi.  BTW, this is a car that can really make you smile while driving.  I consider it somewhat of a 
privilege to own one - though after the new rotors on the front, the new bomb and the stainless exhaust go on this friday, I believe I will have paid my dues 
as well.  The car has a few niggling things that I will be working on over the coming weeks - picking up the bentleys tomorrow morning from PO>  any quick 
pointers on the lights for the heated seats and (drivers side is burned out but the seat heats up just fine...) why the rear fog light indicator stays on whenever 
the headlights are turned on would be much appreciated.

My main question is one about the turbo and what the boost should be on this car.  The car has 125K miles on the clock. Most, if not all of the vacuum and 
pressure plumbing seems original.  I can make 1.3 bar (based on the little digital readout from the onboard "computer") or maybe a little more - I haven't 
mastered the ability to do anything other than watch the road when I hammer the throttle in 3rd or 2nd yet, the lag in 4th at cruising speed gives me enough 
time to look down and peek but I can't hold the hammer down in 4th for too long without approaching highly illegal speeds (what a wonderful problem to 
have!)

What was the baseline on this car when new?  What sort of boost should I be looking for and if this seems low (it does to me, but I'm not sure if my 
expectation are grounded in anything approaching reality) what should I begin looking at/for to troubleshoot this little gem.  Any help would be greatly 
appreciated,
