How to attach rear spoiler?

I recently took off the rear spoiler on my new 85' 4kq.  Zermatt Silver
and found a nice one to replace it with.  Only question I have is what do
I use to re-apply it with.  The stuff that was on there was not like glue
but kind of like a silicone.  Didn't stick really good but well enough to
keep spoiler from lifting and to keep moisture out.  Does anyone know what
is the best to use to do this?   Thanks
