in most states, the laws are written such that a civil summons must be
delivered personally - which a mailed photo radar ticket isn't.
in some rare cases, a specific exception has been legislated for photo radar.
i wouldn't simply assume you are required to respond.
they may be counting on 90% of those "summoned" to respond and be willing
to ignore the 10% that don't.
remember, "traffic enforcement" without a traffic cop is purely a revenue
issue.

like i said, check the laws.
