Yep, this is the way to do it.  But I figured the former case is far more
than $5K (plus you've got to buy a CQ, then sell it in Europe), and the
latter case is illegal.

I had similar experience with importers, and really got the message that for
cars worth <$100K, federalizing just wasn't worth it.
