I think there is some kind of distinction between the type of
explosive,
and the amount. Open powder, hermetically sealed, loaded ammo,
etc.

Yellow Freight, Burlington Air Express, and Southwest Air Freight
carry
these types of explosives. I'm sure there are others. These are
a bit
different than a courier-type service tho'.

We call them initiators at my work, where we make 'em. That's
the real
explosive device. The part that gives off the gases is commonly
referred
to as an inflator, at least in the part of the industry I am in.
I've
never thought of the inflator itself to be explosive per se, but
does
releases gas very quickly.
I think static is probably more of a concern than shock (drops
and such),
IMO.
