there should be a tick mark on the face of the speedo (just to the
"negative" side of the zero peg.)
you should pop the needle on in this position and then carefully lift it
over the peg.

i fastened a small piece of flat plastic with an appropriately sized hole
drilled in it to the underside of the leftover tab.
your washer idea should work just as well, as long as the adhesivee works.
