What are these lights?

    I just noticed some of the cabs around here have a prismed
bluish/greenish light comming from them.  I know they are not the new HID or
Xeneon lamps.  What is this?  Is it a filter or a special bulb?  I am
curious as since then I have seen a few Hondas (kid type lowriders) with
these lights as well.  Everything looks stock (had a close of look at a
Caprice taxi) but light comming from within is not.

Any ideas?
