How about taking off the air filter cover and cleaning the pivot for the air
flow plate with spray carb cleaner (berryman chemtool or similar).  Could be
hanging up due to accumulated sludge.  I'd also recommend some Techron or
similar in case the plunger in the fuel distr. is getting hung up.
