The fogging problem you describe is fairly common.  It's usually caused by a
faulty spring or actuator that controls the ventilation flaps under the
dash.  If they're not working correctly, the "wrong" air goes to the "wrong"
place.

If you crawl upside down in the front passengers footwell and look up, you
can see one of the flaps.

I had the dealer fix one of mine recently when the heater blower motor died
a wet, ugly death.  It's a pita to get to since the dash must be removed to
access it. So as long as the flap was exposed.....
