The rear switch is grounded independently and it's two other inputs are
passed along from the front switch. It passes them along in neutral
setting, and uses them to get 12V when being operated. The information
you give does not rule out a bad rear window switch, although if both
aren't working it does seem to incriminate the safety switch. You plan
of running a ground jumper seems a valid (but fuse it to be on the safe
side - 10A) way to test it. better yet, test the safety switch, give it
a better ground.
