Yes you can replace it w/o removing dashboard!!
I did this after having same problem on my '86 4kq
Just pop the vents out ( they have tab on the side that hold them in..
They do flew a certain amount but be careful with the screwdriver to not
break them.. then the flap comes out the same way but you have to wiggle 
it out at an angle.... Then go find a good flap out of a coupe or 4k series
with the same style dash actually mine came out of an '84CGT with different 
dash....
