It could very well be just that. Have you checked both sides of
the rotors? Sticky calipers may cause uneven wear.

I could also be that the pad carrier is worn so that the pads don't
slide in/out smoothly, catching in divots.

The other thing that I've noticed, it that it takes several hundred
miles for the new pads and rotors to fully bed in. In the mean time,
the wear patterns seem uneven. After my first rear brake job this
is what happened. I checked with a trusted mechanic and he said it
was normal. After about 500 miles of _hard_ driving, all was well...
