I believe that the ABS will not intervene below a certain speed; 5MPH, I
believe. If you come to a hard stop w/o engaging the ABS, and the wheels
lock just before coming to a complete stop you'll get that chirp.

The effect is much more pronounced on slick surfaces, like ice. Start
creeping down an icy hill at < 5MPH, and stand on the brakes: you'll lock up
all four wheels and slide down, no ABS intervention...
