I messed up speedo Calibration

Oops,
	I took out speedo in 4kq to fix the Odometer and decided to take
the face off to have a look inside.  Now speedo calibration is off.  I
figure I did one of two things.  BTW: speedo alwasy seems to be 10mph
optimstic.
	1) I put the needle back on wrong.  It it supposed to be
pre0-tensioned against the stop?
	2) I did accidently hit the black wheel that is on the side of
speedo unit.  Has a spring wrapped around it and a couple of arms that
grapb the teeth.  I dont know what this does.  Is the calibration thing?
I hit it and it spun, I tried to put it back where it was but didn't know
whre it went really.  WHat is this thing?

Thanks, I'd like my speedo to say 70 when I go 70, not 80 at 70.  L8R
