That means they were not doing it right.

Rebuild kit is all of $14 US ($19 CDN), if you can stay unfrozen long
enough to unbolt the pump, you can rebuild it yourself in an hour or so.
You'll also need the aluminum crush washers that seal the hoses to the pump
body - they don't come in the rebuild kit - they are "use once" items.
Rebuilt pump (with warranty) shouldn't cost over $200 US.
Only "$40 to install" should be the clue that R&R pump is not much work.
One a scale of 1-10 for Audi maintenance, I'd put rebuilding the pump at
about 3. On a scale of 1-10 for PITA quotient (acessibility divided by
outside air temperature), it hardly rates a two - not much tougher than
changing spark plugs.
(Hey, list! Why don't we rate maintenance jobs? That would give us some
benchmarks to decide if WE want to do a particular job or pay someone else.
We should have two figures - average time and difficulty index - for each
task on each model. That could be some useful information!!!)
