rear fog light

I don't know which is better, one or two rear fog lights.  I followed a
new Jag sedan home from Atlanta on Saturday and was constantly distracted
by it's two rear fogs.  At first I thought they were riding the brake
until I thought to take notice of the high mounted 3rd brake light which
was not lit.  I assumed that it would be unlikely that all of the many
separate little bulbs in that were not burned out.  I would think it
would be a clearer indication if on either the Jag or our Audis, the rear
fog(s) were not located very near to the regular brake lights.
