Yes, it's a rivet and it's aluminum, not plastic.
The strip is also held on by double sided trim adhesive tape.  You'll
need a warm day, screwdrivers and scrapers, and a lot of patience to
get them off but I've done it.  To reinstall, you'll need more adhesive
tape,(available
at a parts store or body shop supply) and pop rivets and gun.
