Need help with diff lock for 4kq

Still trying to diagnose why my diffs aren't locking...

With the diff lock switch disconnected from the vaccuum hoses and the car is
running, shouldn't there be air flow/intake from one of the vaccuum hoses --
the one coming from the intake manifold?  There currently isn't.

Please help, my understanding of the whole diff lock vaccuum system is
fairly limited.
