I usually just turn off my low beam driving lights briefly and run on the
parking lights for about a second. Then I switch back to the low beams.
This usually is interpreted by oncoming traffic that I am being blinded by
their lights, and almost always they go to dims in reply.

Hitting them with the high beams is something I did in earlier years,
before I started trying to live long and prosper, which involved watching
the speed limits and avoiding behavior that irritated or intimidated other
drivers. Doesn't sound real macho, but it has saved my license and my bank
account. I got the message after a few speeding tickets over $200, and some
insurance company letters.
