The V8 owners will no doubt chime in on how big the fuel tank really is;
I'd hazard a guess that, while the tank may indeed hold 21 gallons, you can
only get to 18.5 gallons.  The rest may be hiding below the inlet to the
fuel pump, or below some low barrier on the bottom of the tank.

In airplanes, this is euphemistically known as "unusable fuel".  You get to
haul it around, but you can't burn it.
