Have you tried to apply power directly to the pump?  I had a similar
problem.  When I pulled on the steering column lever-switch, the wipers
turned, but the pump didn't run.  The pump did run when I applied power
directly to it and if I checked the voltage at the plug while
disconnected I got 12v.  However, there was hardly any voltage in the
plug when connected.  Long story short, I had dirty contacts in the
steering column switch.  It seemed impossible to disassemble without
braking it, so I just sprayed liberal amounts of contact cleaner however
I could while working the switch (this required removal of the steering
wheel). It has been working fine ever since for 3+ years.  HTH
