17mm Allen.  Absolute Ultimate Best Ever Tool is FACOM D.107-17.

Don't fall for the 'sucker' trick.  The back of the drain plug (the
lower one) is immersed in oil, and therefore easier to shift than the
filler plug.  DON'T FALL FOR IT!  Make sure you can shift the filler
plug before even touching the drain plug.  It helps if you scratch out
the years of crap with a pointy tool of some kind, and it _may_ help
to tap home whatever driver you use with a light hammer.  Take great
care in seating the driver before applying force.
