Hi Bob;

    Windshield washer antifreeze comes in different strengths. Osman must
have been using one that was too weak for the ambient temperatures. If it
gets mixed with ice and snow, it will also freeze at higher temperatures.
    The wind chill doesn't affect the freezing point of the antifreeze, just
the rate of heat loss from the antifreeze. If the ambient temperature is 0 F
and your antifreeze is good to -10F, it won't freeze even if the windchill
is -30F.
    In Canada we have started giving the windchill in watts/sec rather than
equivalent still air ambient temperature - I assume this is to avoid
confusion.
