No, it drains outwards, between the door and fender

I've been seeing that even without leaks - 'tis the season and some of
the blue stuff winds up running down (remember where the wiper pushes
it) behind the hood, etc.  I've got blue streaks all over my '82 right
now.

If you have a leak that would make it worse.  You said you're right side
squirter was not hooked up or some such, correct?  What if the hose is
aimed (or was that one day) to the left under there...
