Well, I guess I don't want to get into the middle of the what is and isn't
legal discussion ... it is always best to check with local authorities (or
DMV for your state) to be sure.  The one thing I would suggest that your
friend consider is to fighting the ticket.  While someone may have approved
the installation of the cameras and paid for them that does not mean that
they have been proven as acceptable evidence in court.  Many states have
laws that require that an officer be present and if so it may be easy to get
such tickets tossed out of court.  

If you do decide to fight this ticket, please do a careful job of research
or seriously consider having an attorney who is well versed in the
admissability of evidence represent your friend.  One of the worst things
that can happen is for a botched case to provide precedent on the
admissability of such evidence ...
