'87 QSW: OXYS light and squealing belt

Question(s):
1. My OXYS (Oxygen Sensor) light
came on a couple of weeks ago, and has remained on. The car starts and runs
fine. Is this just a friendly reminder to have it done soon (i.e. maintenance
reminder)... which I doubt... or did the car just happen to run funky once,
thereby tripping the system to flag a malfunction... with it now stored in
memory? Is there a way to reset this as a DIYer, or do I need to have some hook
it up to a VAG 1551 to read fault codes and then reset it? FWIW, the car has
105k miles on it.
2. It has been rather damp (rain,
snow, ice... you name it!!) here (New England) recently, and a belt under the
hood (I assume alternator or power steering) has been squealing at certain times
(stopping at toll booths, going through very small puddles, turning left/right).
My guess is that water somehow is dripping onto a belt and making it slip
momentarily. Is this common to the 5-cylinder powerplant? Common to QSWs? Is
there supposed to be some kind of splash guard down below that I'm missing? Last
time I looked under the hood, from above, there wasn't anything obviously
missing.
