The lever on the column is a common failure item.  To replace it you must
replace the entire combination switch.  Price for a new one ranges from
about $130 - several hundred bucks depending on where you buy it.  The
switch probably cannot be repaired.  I had the same problem and
disassembled the switch.  The failure is due to a tiny plastic part that
got tired and cracked in half.  

A temporary (maybe permanent) fix is to jam a piece of stiff foam rubber in
behind the stalk to hold it forward in the lo-beam position.

Another possibility is to visit a U-pull junkyard and find one that isn't
broken.  A Generic U-pull junkyard might sell a used switch like this for $5.
