Hmm,
	I though this was NOrmal.  Where I live they appear every minute
or more.  Big enough to fit an entire wheel into sometimes.  Will rip out
an entire suspension if you are unlucky enough to hit a big one.  Most are
small enough but you can bend a wheel if your not careful.  All get fixed
in spring, re-appear in winter.  NEver ending battle.  Just waiting for
one to swallow a Yugo whole someday. :-)

	By the way, I doubt you'll have luck with CIty Council but good
luck.
