The actual limit is 6700 in the ECU.  Not cutting out at 7k on the tach
seems to be reasonable give that your tach is reading high.

No.  Cutout is controlled by the ECU on the MC, not the relay.

For the 200Q20V owners, the rev limiter is around 7200 RPM and it sets
the overrev error at 7444 RPM.
