Can I suggest removing the top of the wastegate if the valve stem moves
easily and 'bottoms' sharply the wastegate is not your problem.
The shaft in my turbo was bent and I had the same problem, when I spun the
compressor wheel the turbo seemed fine, but when I removed the exhaust the
fault was obvious.
If the turbo is faulty, may I recommend the K24.
