Take the turbo off the engine. You can tell manually and visually if the
turbine is there and spins. Figure out a way to seal up the pump cavity
with a pressure gauge attached to it so you can  test it. Use a bicycle
tire pump to pressurize the casing. You can then tell if it holds pressure
(seal or gasket leak) and whether the actuator opens the wastegate and at
what  pressure.
