On the DOT lights, there isn't much you can do. I tried higher wattage bulbs
(10 vs. 5 watt), and all it did was scatter more light everywhere but onto the
road.  Easy check:  turn the lights to the first position at night and only
the inner bulb will come on.  The problem is the reflector and glass pattern
are not optimized to put light onto the road; they're only supposed to be
marker lights.  Remember, more light is only better if it is aimed at what you
want to look at.
