There is no other way, you have to have the VAG tool to "activate" the keyless
computer.  I had this done to my A4, and the dealer actually did it for free.
I can call an Audi tech friend of mine and get more info if you want.  You can
reprogram the transmitters yourself if the battery dies and they forget the
codes, but you still need the dealer to activate the system.  And if the
dealer is going to activate the system, you might as well have him program the
extra features while he is at it.  You can get a list of these features in the
A4.org FAQ section.
