Didn't I hear about some poor unfortunate unarmed guy taking 41 bullets

	Actually, the report is that 41 shots were fired by four officers. He was
**only** hit by 19. That's an average of 10 shots per cop, and a hit rate of
less than 50%. It was in New York and Rudolph Giuliani is pissed. The cops
were all from an elite "hunter-killer" squad who were in the area looking for
a rapist (or so the report goes). 
	The guy was from Ghana, working on becoming a citizen. No known record of
trouble. No reason was reported for the shooting.
	An unfortunate incident for all concerned. Operations of this type help zero
in on specific criminals to take them off the street, but incidents like this
can set a program back by decades.
